Jewelry certification, NPC doesn't teleport to you like the other ones do

This may be an oversght, but the jewelry certification in summerset seems broken. It makes you travel back outside the plaza to turn in, where the other ones teleport next to you and help you during the certification. This is very confusing and made me second guess where they would be to turn it in. Please fix this so that the NPC travels to you like the other ones do.
