I don't understand the need for a Q&A. It is pretty obvious why they made the changes, all that will happen is just more discontent from those who don't like it, anything they say won't change your minds.6 -

I wouldn’t put too much stock in what we see on the stream or on what hits the PTS in week one. They’ve demonstrated that the vision and it’s manifestation can and will change from week to week. Probably best to reserve judgment until we see what actually makes it to Live.

but if you want to know if frost wardens are still terrible then you'll need to wait for the patch notes2 -

Don't forget! We will also be getting some new, gamebreaking sets you can only get in the new DLC zone. They will only nerf that some weeks after go live.

If you read the post you linked to you will notice that they are going to answer 'commonly asked core questions' so if you imagine it will be some sort of live stream where eager players can yelp 'but but but what about what about what about....'

Because ZOS would be admitting that they either lied about it to calm people down or they realized that they couldn't answer any relevant questions.
I suspect that it's both/and, not an either/or.

It's ironic because even coming up with a flimsy Q&A would be less damaging to a corporate reputation than saying you'll do one thing, but failing to deliver. It's also curious how they washed their hands of it by open ending it and saying they'd let us know if there were any "updates" on the Q&A for U35.... which has already been replaced by U36.
Failure to take ownership of actions does nothing to endear a community to service providers.
