Power Slam is bugged and under performing from tooltip - 13k tooltip, 10k actual damage

I've been testing Power Slam and it's under performing from its tooltip.
My tooltip for Power Slam reads approx 13.5k damage but i'm hitting for 10k damage on trash mobs
In contrast Low Slash tooltip reads approx 4.5k damage and is hitting for 4.5k damage on the same mobs.
It's as if the Bash Enchants are not being calcualted. I'll do some more testing. Has anyone else come across this?

FragManSaul✭✭After more testing it looks like the debuff to bash from light armour does not adjust the tooltip damage.0
