I like silks of the sun, especially after all the various DK skills that did magic damage now do fire damage, one of the few changes I like about update 35.
Are there better sets for end game PVE and PVP yes plenty of them but so what, just because you don't like those sets doesn't mean no one uses them at all.
Some of us just like to collect those sets to build fun set ups to screw around with in overland and normal dungeons instead of chasing the highest possible most efficient damage per second.

Way of Fire sounds amazing, its gonna be perfect for this char I have. Thanks to bringing it to my attention.
Silks of the Sun isn't that bad, especially on DKs which are 100% fire damage now.

War Maiden set has 600 to magic damage which magblades do almost 100%. And especially now with Oakensoul a melee character can use the Sword Dancer/Singer sets, which give 600 to 2H or DW skill, quite effectively.
Some sets that boosts one type of damage seem to be forgotten.

That difference isn't accidental. War Maiden has a higher value because it doesn't buff light attacks from any DPS weapons. Swamp Raider is the same way. Sword Dancer and Sword Singer are in a slightly different situation because they only buff a single skill line. Basically, the fewer things buffed by a set, the bigger the bonus.

For example now we have Pillar of Nirn as proc damage meta set. Options like this would encourage more multi-set ownership (and therefore farming / participation) and this approach could be used as a way to make useless sets useful again.
