For Single Target weapon skills (ie Snipe) What gets you the most damage?
Is it stacking weapon damage, penetration, critical or a combination?
If you were not worried about anything but raw damage output for a single target weapon ability (like Snipe), what would you try to do?

You kinda wouldn't.
Snipe isn't affected any differently than Rapid Strikes, Avid Boneyard, Degeneration when it comes to how stats are applied. What would make a difference would be specific bonuses from sets and from champion points.
Snipe is a single target, direct, ranged, bow skill that deals physical damage. So you could:
Focus on single target damage, such as Deadly Aim (blue cp)
Focus on direct damage, such as Master-at-Arms (blue cp)
Focus on it being physical damage, such as Energized (sorcerer storm calling passive)
Focus on it being a bow skill, such as Hawk's Eye set.
Obviously this would make you terrible if you did this because outside of you trying to create this awesome mega idea where snipe does all your damage (with most spammables, they contribute only 10-15% of total damage) it wont go as far as you wish it would.
Crit chance needs to be more than 0%, but that's it if you're just trying for the biggest single Snipe hit you can muster. Weapon (or spell damage if you're Templar) should be as high as you can get it, plus ensure you reach 125% crit damage cap (again, this is not a good idea but is the answer to your question) so that your Snipe can reach super mega ultra damage (remember, crit wont help you get that single hit and focusing on Snipe for anything other than a single one off super shot is a terrible strategy for actual dps).
