Selected intro music goes back to default theme in start screen

[XBOX|NA] When I select a different intro music (eg. from default to base game) in the character selection screen, the base game theme starts to play. When I go back to the start screen (the very first one, with the ESO logo and the "press A to play" message), the music theme goes back to the default (High Isle). When I press A, then Play and enter into the character selection screen, the music changes again to the base game.
I thought the point of selecting an intro music was to have it play all the time, feels weird that you hear the High Isle theme on the start and connect screens, but changes only in character creation screen. Is this a bug, or was this feature designed this way?
