Stamina Regen at zero in Cyrodiil

Stamina regen at zero in Cyrodiil, is this being worked on a fix for it?
I looked it up and it has been around for years.
Most the other bugs like Heavy attack bug, unable to block bug etc i can fix by bar swapping or /reloadui.
i am pretty chill and dont mind dying to a better skilled player etc, but dieing as i have no stamina to block, dodge roll or sometimesmakes me wanna rage!
Sometimes it might not happen for 4+hrs, and other times its 3-4 times in 1 hr.
Only way that seems to reset it is to close game and restart.
