High Isle WB - 1 hour wait for spawn time

I was trying to complete a quest in High Isle - Avarice of the Eldertide and it took an hour for the boss to spawn. Haven't played in a while but the people standing around waiting told me the boss/quest has been bugged for some time. I also mentioned it in one of my guilds and they were also aware of this issue and has been going on for awhile now. Was not sure if this was already reported or not so posting it here. I quickly glanced through and didn't notice any other posts, so apologize if I missed it.
