Icy Conjuror Set not proccing off certain minor debuff procs but will others (with video)

I was recently trying to test Icy Conjuror as a DPS, but realized it was not proccing at all for me. After some testing, I realized it was NOT proccing off Minor Maim and Minor Vulnerability off of the Chilled and Concussed status effects. However, it will proc off skills that guarantee minor debuffs AND other status effects like Overcharged, which puts Minor Magickasteal on the enemy for a few seconds.

You can see the Overcharged proc off of Crystal Fragments. Icy Conjuror is proccing off some status effect-related minor debuffs, and not others. @ZOS_Kevin Can you forward this to whoever fixes things like this?

Proc sets cannot proc off of proc effects, that includes status effects and enchants too.
There are a few specific exceptions for that, like legacy of karth set proccing off of poisons, but for the most part, that's the rule.

It's still proccing off Overcharged's Minor Magickasteal, and I'm sure other ones.

Well it shouldn't. This rule was implemented a while ago, some stuff maybe bugged but the outlining rule is still in effect.
