Ground Target "Blooms" Bug

Ground-targeted abilities that have a second "bloom" effect, such as Unstable Wall of Frost, or Budding Seeds, are bugged. The second "bloom" effect gets stuck to your character, so even if you move away from where you cast the ability, the second effect still triggers under your character. For instance, if I cast Blooming Seeds away from myself, under an ally, once it finishes its full duration and "blooms", that bloom effect happens under my character, meaning the people standing in the area of effect where I cast it don't get the bloom heal, but people standing near my character do. However, if I activate the bloom effect early, as is part of the ability, the bloom heal occurs where I initially cast it, as expected. Similarly, the Unstable Wall of Elements (Frost) will cause its explosion effect wherever my character is at the time it triggers. I can cast the ability on the ground, run 100 feet away, and the second explosion effect still happens in front of my character, instead of on the targeted area of ground where I initially cast the spell. Is this the intended functionality? It seems counter-intuitive, and like a bug. (I am uncertain if this occurs for every such ability, but Unstable Wall of Frost and Budding Seeds are definitely affected.)

Allowing the ability to complete its full duration, the final bloom heal occurred centered on my character, affecting him and nearby friendly targets, as evidenced by the glowing effect on them. The targets in the area where the spell was actually cast did not receive the bloom heal.
