Tribute combo actions sometimes not happening

Occasionally when I'm playing an NPC for the Cards across the Continent daily, a combo action I'm expecting seems to not happen. I will add a specific example next time it happens, but one that I do remember is I had played a card from a certain deck that had no combo effect, then purchased a contract agent from the same deck that did have a combo action, but when the contract agent did its automatic play thing the combo action expected didn't happen. I don't remember if it ws supposed to be an extra card or extra power, but it didn't seem to happen. Has anyone else seen this?
I know I sometimes read a Combo 3 effect as a Combo 2 but I don't think that's the case in every instance I notice it happening. Again, I'll try and add a specific example next time I run into it.
