There are often cases where they have failed to update set procs when they change the functionality of things that should or shouldn't proc them. Azureblight still procs off of Jabs and Flurry three and a half years after those stopped being DoTs, for example.
It typically takes them some time to go back and fix issues like this when they haven't been properly updated for the initial release. Everything seems to have to be done manually. I wouldn't take it as a sign that Seventh should only proc off of Major buffs.0
