Seventh Legion not proccing on Resolving Vigor

Title.
Set is supposed to proc on skills that give armor, and it isnt proccing on the newly changed Resolving Vigor.

Does it proc if you cast combat prayer on yourself? (minor resolve)

Does it proc if you cast combat prayer on yourself but someone already cast it on you? (have minor resolve buff)

There are often cases where they have failed to update set procs when they change the functionality of things that should or shouldn't proc them. Azureblight still procs off of Jabs and Flurry three and a half years after those stopped being DoTs, for example.

It typically takes them some time to go back and fix issues like this when they haven't been properly updated for the initial release. Everything seems to have to be done manually. I wouldn't take it as a sign that Seventh should only proc off of Major buffs.
