Quick Cast Ground Abilities, target-cast

Can we have a new third option where it requires a target? Whether its on or off, I still sometimes have problems where I overshoot the aoe ground effect beyond where my target is standing, usually because of elevated ground like hills and mounds. Is it possible to add "at target cast" if nothing is there it doesn't cast and if a target is highlighted it casts at that target.
