"Order of the New Moon" Quest bugged for me/ Unable to progress

Encountered a bug during the quest named "Order of the New Moon" which is currently preventing me from being able to complete the Quest.
After following Kazahn's map to the Cult's last known location & searching the attic, you are tasked with going back downstairs and speaking with Caska. The problem is Caska isn't there at all. Anywhere in the entire house and where the Quest Marker says she should be, nothing is there. I cant progress with the quest because she isn't there to speak to. I have hung around and waited there and ran into 4 other people experiencing the same bug.
I have tried the following:
Logging out and logging back in.
Reloading the UI
Leaving the Zone and reentering the Zone
Abandoning the Quest & restarting it.
None have worked so far and every time I get to this step, Caska does not load in for me.

The7thLettter✭✭✭Same issue. Supposed to talk to caska on second floor of house next to Aeliah Renmus but caska isn’t showing. There’s a guy next to me with same issue at the same time.

If you look at quest dialogue, she's actually supposed to appear at numerous points elsewhere throughout the quest with optional dialogue. She doesn't. Like in the basement when you are meant to meet Kazahn, if you talk to Aeliah, she says that Za'ji and Caska are there. Caska isn't.
Relogged. Reloaded UI. Turned off all add-ons and did the above stuff.
Also PC-NA.
I'm actually really annoyed by this. I've never had a bugged quest before. And like, I know it's going to be months for them to actually fix it.Edited by fall0athboy on August 27, 2022 5:09AM4 -

Terces✭I'm experiencing the exact same bug as the OP with Caska not spawning in that location so I'm unable to move this quest forward.4 -
Aralan_B✭✭Caska has also disappeared later in the quest at the New Moon Fortress after the trial. The quest ICON is in a hallway but Caska doesn't appear.
It seems that after the last update this past week, Caska is bugged and does not show up in her quest locations. I suggest the Devs check their code and database for Caska references.
This bug is preventing us from completing the South Elsweyr quest line.

fall0athboy✭✭✭✭Oh, for what it's worth, how far are you all on the Dragonguard achievement?
I just hit "complete 20 quests". Caska did not show up when I had 12 done. I have also completed every non-repeatable quest in S. Elsweyr, including "The Good Bits".

Well, OP posted about this on Friday, the 26th. It does take time to figure out what's causing the bug and to fix it.
Plus, because of Stadia and how Google works, I think PC doesn't have weekly hotfixes, it's biweekly. Could be mistaken.
In any case, I'd make sure to report it in-game, make sure ZOS is absolutely aware of it, discuss it here to make sure it's at their attention (and to try and cover all bases like if it's affected by achievements or anything) and hope that it gets fixed in a hotfix, as opposed to waiting until October/November of this year for Firesong to release on PC/Console. It would be insane if it isn't hotfixed.1 -

✭My first time in Southern Elsweyr and I'm stuck as well now - very annoying.
I really hope this gets a fix real soon.
I would not want to wait for months to be able to continue the questline.
So I guess in the meantime it's dailies and fishing and dragon hunting in Southern Elsweyr... Oh, and finding the scraps of the painting.

I'm really surprised they have taken a week so far to fix it. It's a big story guest linked to multiple items and achievements and completely hinders progress. Not some side quest dialogue bug. Is it sad I have been checking this thread every day to see if it's fixed yet?
