[bug] Siroria set grants buff even if out of ring

the Siroria set should raise the stacks if standing within the ring, but i keep getting stacks and damage raised even if standing out of the ring.

the visual bug is extra, often maybe 1 out of 5 procs does not show the ring on the ground.
