Question about new Screaming Cliff Racer Off Balance

"Skill description
Command a cliff racer to dive bomb an enemy, dealing 2160 Magic Damage. If you are more than 7 meters away from the target, you set them Off Balance for 7 seconds. After dealing damage you increase your Weapon and Spell Damage by 100 for 10 seconds, which quadruples after damaging Off Balance enemies."

I am wondering if the "quadruples after damaging Off Balance enemies" can be initiated by a skill other than Screaming Cliff Racer. Like, can I knock someone off balance with a cliff racer then follow up with crushing shock to get the added 300 spell damage for 10 seconds?

Good players tend not to be hit twice by cliff racers in PVP, so this could make a siginficant impact in the usefulness of the skill.

I'm assuming you have to hit the off balance enemy with another cliff racer, based on the way Warden is consistently gimped.

Can anyone clarify? I'm on console so don't have U35 quite yet...

    If you deal damage with Screaming Cliff Racer, you get 100 weapon/spell damage for 10 seconds.

    If you deal damage with Screaming Cliff Racer against an off-balance enemy you get 400 weapon/spell damage for 10 seconds.

    Screaming Cliff Racer is capable of setting them off-balance, but does not have to tbe way in which they're set off-balance.

    Edited to ensure people don't think the 400 is not part of Screaming Cliff Racer's attack and could happen by magic and/or because the 100 gets turned into 400 if they become off-balance while using other skills

    Hey, glad this thread is still open cause i had a follow up question on this one.

    So i was wondering with the skill description saying;
    "Command a cliff racer to dive bomb an enemy, dealing 2160 Magic Damage. If you are more than 7 meters away from the target, you set them Off Balance for 7 seconds. After dealing damage you increase your Weapon and Spell Damage by 100 for 10 seconds, which quadruples after damaging Off Balance enemies."
    What I'm a bit curious about is the part of the
    After dealing damage you increase your Weapon and Spell Damage by 100 for 10 seconds, which quadruples after damaging Off Balance enemies."

    Now i wonder why only the Weapon/Spell Damage would quadruple and not the time as well. Since the ' which quadruples after damaging Off Balance enemies ' would be referring to the skill in total. Which, in that case, i would think this would also imply the time of the skill. This of course could be a Grammer kinda thing, since English isn't my main language. But also a TESO way of vaguely describing a skill which could be in many ways to interpret. But i just couldn't find a answer to this question or a discussion of why the time not also would be quadrupled. I do hope to get a clear answer about this skill and why for example, the time wouldn't be quadrupled but the weapon/spell damage would. Looking forward to some answers.

    It's been a bit since I've used the bird but IIRC it gives you 400 for a single bird cast that sets someone Off-Balance.

    It will then be refreshed each time that you deal damage after that for as long as their Off-Balance period lasts.

    Cliff Racers in PVP are like watching very old people hurrying somewhere, where they're almost running, but just not quite...

    Thanks for you're response! I was already aware of the quadruple weapon/spell damage after hitting someone who would be off-balance. Since a lot of spell descriptions/passives/CP can be interpreted on many different ways such as (in my understanding) this one. I would have expected after reading the description of the skill, that the duration itself off the skill would also quadruple. As an example;
    Skill description;
    Command a cliff racer to dive bomb an enemy, dealing 2160 Magic Damage. If you are more than 7 meters away from the target, you set them Off Balance for 7 seconds. After dealing damage you increase your Weapon and Spell Damage by 100 for 10 seconds, which quadruples after damaging Off Balance enemies." - result: 400 Weapon and Spell Damage for 10 seconds
    Expectation;
    Command a cliff racer to dive bomb an enemy, dealing 2160 Magic Damage. If you are more than 7 meters away from the target, you set them Off Balance for 7 seconds. After dealing damage you increase your Weapon and Spell Damage by 100 for 10 seconds, which quadruples after damaging Off Balance enemies." - result: 400 Weapon and Spell Damage for 40 seconds
    Again, this could be me with not properly understanding English grammar, since it's not my main language. But the explanation of what the skill does only describes that when you hit someone who is off-balanced, and hit it with a Cliff Racer (again), the effect would quadruple. It doesn't say after hitting someone... only the Weapon and Spell Damage would quadruple. And to better understand the skill (and also others) i was wondering why only the Weapon and Spell Damage would take benefit of the quadruple effect, but not the duration of the effect/skill. I do hope to better understand this and why only the Weapon and Spell Damage gets triggered in the hope i would also better understand other skills of other classes.
