For Chapter and DLC zones you own there is a wayshrine unlocked, you simply use it to go to the zone and then either look for the relevant NPC to start the zones main quest line or use the zone guide to point you to them.

Some of the older zones like Craglorn(there is an NPC in your alliance capital that lets you use a wagon to get to Belkarth) or Wrothgar have an NPC in your starter city, you get the quest starter from and then you take a wagon to the zone and have to unlock a wayshrine there yourself or ask another player to group with you so you can travel to them to unlock a wayshrine or travel to someone in your guild roster who is in the desired zone.

For dungeons you queue for them by name in the group finder or you locate them on the map so that you can fast travel there with a group or by yourself.

You can access unlocked DLC through the Stories tab of the Collections menu:
    1. Open the Collections menu.
    2. Select the Stories tab, which is the icon in the middle that looks like an open book with an arrow (On this tab you will see a list of all of your available Chapters and DLC, sorted into Dungeon and Zone categories)
    3. Simply select the DLC you wish to explore to see the option to accept the starting quest for that area.

If it's dungeon DLC you just need to queue up for it like any other dungeon.

If it's zone DLC or a chapter (like High Isle) you can use the collections menu's stories tab to start the main quest, or use the wayshrine on the map to go there directly. There should also be ships or carts in major cities which can take you there.

For the story DLCs and chapters I open my guild roster and there is usually someone where I want to go. I right click on their name and travel to them. Sometimes I miss the travel option and invite them to group but I have new glasses now so that won't happen so much.
