Armor Passives: Dexterity and Rapid Mending (Stage 1 Drawback)

Why have this drawback on the first stage of these passives??? These are the only armor passives that are like this...

Medium Armor Passive - Dexterity

Armor penalties? Meh.

Edit:
For reference -- I'm leveling some new characters that haven't maxed these skill lines yet so I can't upgrade the passives any further, and they are wearing 5/1/1 armor so is unable to wear 2 of each type. This effectively renders stage 1 of these passives completely useless.

    Game isn't balanced around the passives not being maxed out, and going with an endgame armor setup without maxing out the passives as you level up isn't doing much for you anyways. Not like you have the Undaunted passive.

    But you're wrong. Wearing some of each armor type while leveling helps to level each type, just like slotting skills from each skill line. And yes, I do have at least the first stage of the undaunted passives because I level my characters doing dungeons. Matter of fact, the only thing I do on a new character is unlock crafting and guilds to get to level 10, then I run dungeons constantly for those skill points. In other words I haven't done a single quest other than for crafting, guilds and dungeons.

    Regardless, the fact is stage 1 of these passives is useless unless you're wearing at least 2 of that armor type. Didn't used to be like this and is a stupid change. While every other skill or passive in game grants some kind of benefit for slotting a skill point.

    Simple, in an ever growing and annoyingly unnecessary effort to avoid fractions to improve game performance, they chose a requirement of 2 pieces of armor for 1% instead of 0.5% per 1 piece since the final passive is equal to 1%.

    This is an example of them choosing spreadsheets and formula's over logic and fun factor.

    It's the same reason most dots tick every 2 seconds now despite 100s of sets with proc chances in the 5-15% range relying on higher tick frequencies of the past when we were able to deal damage every 1s to even every 0.5s. All these sets have become even more obsolete then they already were in the name of "performance".

    It's tirseome. It's un-fun. It's illogical. It's bad game design. Some creative liberities should be taken when we're talking about what we come here for ultimately which is a video game.

    This elusive performance issue they seem to constantly base decisions off of has left classes, skills and sets feeling underwhelming. It's gotten to a point where white knights excuse ZOS's lack of combat related game mechanics being added to the game for the past 3 chapters as something we just need to live with, "it's not possible to get new classes, guilds, weapons or spell crafting because of performance!"

    Yeah right. :|
