Aren't achievements supposed to be account wide?

Ok, not sure if this is a bug. So if not, sorry.

As the title says. With one character it shows I completed Crimson Coin Conqueror achievement (under High Isle). But on another character, Savior of High Isle the group event hasn't been completed. ???

I think the quest related achievements (marked with a blue icon) are still character bound.

Public Dungeon Group events are character based achievements because they reward skill points upon completion.
