Ember Thieves Guild rapport bug... still persists

So, doing a Thieves Guild "heist" with Ember gives rapport...
BUT, only if you FAIL it! If you get the loot but fail the time limit (either by taking too long, or by getting time penalties for being spotted). If you SUCCEED in the allotted time, you don't get any rapport increase at all... This doesn't make sense?
Either it should be the other way around (i.e. only get the rapport if you succeed), or it should be for any completion of the Heist regardless of time-limit.

Füßchen✭✭✭I just got rapport for a perfect heist, so I guess it was fixed with U35 even if it wasn't mentioned specifially in the Patch Notes.0
