Note: For the purposes of this list, Morrowind and Imperial City aren't considered DLC. Since they are now free to all users.

Possible to do even without DLC

Craft DLC item - Find a guild that has all attunable crafting stations in the guild hall. In this way you can craft gear from a DLC without doing that DLC.
Destroy Clockwork Foes - Halls of Fabrication has some clockwork enemies
Destroy Iron Atronachs - Can be found in the Forgotton Wastes of Vvardenfell
Destroy Stone Atronach- Can be found in the Craglorn Trial Aetherian Archive, not an ideal solution.
Kill A Dragon - The second part of the prologue quest for Southern Elsweyr. You'll have to fight through a dragon lair. Just abandon the quest after killing the dragon if you want to maintain access to this dragon. Not an ideal solution since dependent on having the prologue available.

Possible to do if earned the skill one time during a free ESO+ trial, even if you no longer have access to the DLC at time of the endeavor

Loot a Thieves Trove
Kill with the Blade of Woe

Impossible to do without DLC access at time of endeavor

Excavate Antiquities
Complete a Sacrament
Complete a Heist
Kill Void Creatures
Kill a boss in a public dungeon/boss/delve in a DLC zone
(eta)Complete a Holiday Quest in a DLC zone that forces you to go that zone

Am I missing anything?

You are missing the "kill public dundgeon bosses" and "kill delve bosses" in DLC areas. We recently had to kill public dungeon bosses in Western Skyrim, Blackwood and Wrothgar.
Also I wouldn't count "kill a dragon" because you might have already done the prologue on all of your characters, so it's possible to lock yourself out of that unless you are willing to delete a character over it.

HOF enemies do count as clockwork foes.

Edit: I think there is also "loot a thieves trove" which can only be done if you have the thieves guild DLC.

This Bosmer was tortured to death. There is nothing left to be done.

Yes, you did, but the only ones I can think of right now are the new "Kill X delve / public dungeon bosses in Y" when the region in question is a DLC or chapter one. We recently had Southern Elsweyr and Blackwood.

Thank you both! I added the public dungeon boss and thief's trove. I'm going to leave the dragon up there because I'm more interested in which ones are technically possible to bypass, rather than if it's a practical solution. I'll let others decide whether or not this solution is good for them. I will make note that it's not ideal though, as I did with the iron atro in AA.

Halls of fabrication (Trial, Vvardenfell in the east), right after entering has the clockwork foes.
Some smaller plus pretty strong kagoutis. As this is a "12-man dungeon", even smaller foes are pretty healthy.

The "kill 10 clockwork foes" endeavour was easy and quick to finish from distance on my cp600 sorcerer with companion skipping the kagoutis, took 2 minutes.
On the other server, my cp600 magplar with companion was more challenging using close range attacks, but you can survive and recover health jumping in the "pool" to the left. Took 10 minutes this way.
Best strategy seems to be to fire from distance the small ones, while running away from the big ones that deal heavy damage.

The precursor-training-dummy does NOT count, you read about it in older, outdated messages.

thieves troves and blade of woe work without DLC, if you unlocked thieves guild/dark brotherhood in the past, during a free eso+ trial week.

Can you open the thieves troves even if you didn't join the guild? I know you can open them if you didn't join so long as you own the DLC, but does this apply still if you don't actually own the DLC and just went there during a free trial without joining?

You get the skill line if you own the DLC and open a thieves' trove anywhere in the game. You also gain the skill line by entering Abah's Landing or it's thieves' den.

So, if you get unlock them once, you can use them forever regardless of DLC ownership?

    yes.
    I run 2 accounts, 1 with eso+, one without.

On the one without, I unlocked them during a free eso+ trial week, and still can do the endeavours after the trial ended.

They have been gating some stuff recently though. The companion quests were turned off for those under the latest free ESO+ that gave access to Blackwood.
