Fishing Bait not showing up while in bank?

I just recently got back into ESO and when I did I was able to fish in any type of water while the bait itself was stored within the bank, instead of my inventory. However, recently I'm able to access the banked bait for all types of water EXCEPT for saltwater.
What happened? I've no idea, but frankly it is driving me insane. Mostly because I can't seem to find anyone else having the same issue, though I've asked in zone and within the guilds I'm a part of several times. So the first thing I did was try to access the bait while not having any add-ons installed and the problem persisted. So I don't know what is going on or why but I'd really like to or for it to just stop it.
Any insight would be highly appreciated.
