That seems a bit contradictory seeing how the Nunatek set procs Hrothgar but not the other way around.0 -

It's the general rule, but with so many proc effects it the game, some stuff is bound to fall thru the cracks. Aka it's a bug.
But yes the general rule is that procs cant proc procs.0
