Bastion's Potent Health doesn't do what tooltip says

Essence of Potent health is supposed to give 6818 Health and 6066 magicka (plus their respective regen buffs), but whenever I've tried this on several characters in several different situations I've received no magicka, nor major intellect. I'm on console so can't tell exactly how much health I get but it seems just like a standard trash health pot.
