Guild Listings That are Active being removed for Inactivity

Four times now in the last two weeks I have gotten a notification that my guild's listing has been removed for inactivity. However, we're very active and I regularly have 6-10 applications per week. What is going on? Anyone else experiencing this?
I check the guild page and it still says Listed. I have even unlisted and relisted it a couple times just in case. Now I'm getting notified by guild members that try to link the listing to friends so they may apply, that the listing isn't working. It still shows listed though. Is anyone else having this issue? How do we fix it? Can anyone at ZOS please give me a hand here as I submitted a bug ticket and that seems to do nothing. Is it a "Me" issue or a widespread sporadic one?

Very likely the reason is that the inactive one could be the HeadMaster. If they are inactive the guild is delisted, even if all other members are active. It happened to my guild and the only way to sove it was to put in a ticket.1 -
