Wyress Ashtah Bugged in Champion of the Guardians

I cannot talk to Wyress Ashtah in the quest Champion of the Guardians. Anyone else have this issue? I submitted a ticket. It appears as if she is stuck in combat. All the other Wyresses worked fine in the quest. I saw a similar discussion about this back in 2014 where patch notes said it was fixed. It looks like it's back!
