Making Amends Quest Bug

The NPCs in the area for the Making Amends pact quest line seem to be a bit broken. The normal NPCs when running up the hill do not respond to aoe attacks even when you are right in front of them. Only when going around to their side do they respond. Seems to be a collision issue with the spears on the ground in front of the 3 NPCs.
The bitterblade boss at the top of the hill has less health/resistance than the smaller NPC guards. Died way faster (2 regular hits vs 5-6 hits + aoe/dots) than any of the others in the area, despite being the mini-boss in the area.
