Double AP is not working for me. On Cyrodiil

I've done the quest from the crown store used the scroll and no double AP. Was working fine yesterday is there a cap on the amount of AP you can earn on one account. Logged out waited another 3 hours in queue still same problem have not tried another character. I'm losing out on hundreds of thousands of AP
