Need advice on gaming the Pelinal boxes to get ebonsteel

Tldr: Are alliance banner bearer emblems dropping from the Pelinal boxes this year?
Long story is I'm trying to get Ebonsteel pages without paying a buttload of gold in Guild traders. Blew through 14 tickets last night and didnt get a single piece. According to the number crunch I did I have about 16-18ish chances to roll the dice with the vet boxes, and of the 39 potential items in the vet box, I have 7 so far.
So short of spending/buying tickets with crowns, I'm thinking if I assemble the alliance standard bearer shields/staves with alliance points and the medallions I can remove 6 items from the vet box pool and increase my chances. Problem is idk if the medallions are dropping from the pelinal boon boxes.
