was Shadowstrike nerfed again for use in IC?

The last time I used a NB Shadowstrike build in Imperial City, it had already been nerfed into obscurity as it was no longer worth using to farm, since the loot acquired seemed to have been reduced drastically. This was on top of the 'distract' portion of the CP appearing to have been removed previously to the loot reduction. However, the CP still worked to some extent by allowing the player to reapply blade of woe if they were diligent enough to remain cloaked during the entire encounter. I went into IC and tried it out today in preparation for the upcoming Whitestrake's event and the Shadowstrike CP is completely useless. It does not work at all. Now, not only does the distract portion not work, but you cannot use blade of woe after the first assassinate. If you use it on a group of 2 or 3 mobs by killing 1, no matter what you do, you cannot assassinate another mob until you have run away and completely dropped agro. Any chance this is not working as intended? Yes, this was inside CP Imperial City

EDIT: It helps if you put points into the CP AND also equip it! /facepalm
