How do the heavy armour penalties affect the skills ‘Feline Ambush’ and ‘Out of Sight’.

As above…What I’d really be interested in is if the 10% increase in detection area per item
is applied before or after the skills buffs to stealth are applied.

Well for sure doesn't matter if you go full heavy armor, I get spotted while using invisibilty pot from 6m away and 3 when coming from behind

This with all CP/passive skills for improving my stealth radius save for feline ambush
