Harbinger set. Good, bad or trash for tank pvp anymore?

Thinking about putting a troll tank together seems fun.
What do y'all think about the harbinger set. Any opinions would be much appreciated never worn this set but I have taken damage from it, but not in recent memory. I don't expect to be unkillable have not ran across a tank in PvP yet that couldn't eventually be wore down. But my goal here is to be a troll build just aggravating the heck out of people.
It looks fun but it could be boring too but I won't know unless I try.
That's one thing I love about ESO I can play the way I want to play. Suggestions if you have any and thanks
