High Isle has been out for over a month, and there has yet to have been any uploads. Additionally, the Ascending Tide dungeon DLC does not have any art either and has been out longer. The last time it was updated was for the Deadlands DLC.

I have been taking screenshots of some of the new splash screens. Just to have a facsimile.
I particularly like the one of the meeting of two teams, where a red guard and high elf go to greet each other but the khajjiit and the wood elf have their hands on weapons.
