In Cyrodil pvp using some healers sets/CP - make other ally members skills stop working on healing

In Cyrodil (Gray Host) pvp using some healers sets (may be CP too) - make other ally members skills stop working on healing (croshealing).
Skills of your (other from them) ally members stop press due enemy ally members using this sets with healing on 3-5 seconds and than do not normally press for some time. (Only possible to press 1 or max 2 skills per 10 seconds after that - skills start to do nor work or self canceling).
Some groups make it on purpose - pls take action.
Exploiting of such bug gives to such groups game advantage through cheating.
The same bug was in 2021 year in azurblight set. But as for healers set it is harder to test and show. Pls take action - may be it is the real problem why PVP do not normally work all the time. It can overload some zone calculations and data transfer and make hard lags to players in it.
