I was just digging some antiquity when this fellow showed up, swung their sword in the air and then lifted off like some sort of angel of humor. A while later I returned to the wayshrine and the player walked out of a tent like nothing had happened. Guess the Headless Horseman is actually the Vestige then. Whiterun will be the final zone added to ESO and the final quest will end with the Vestige being decapitated with his head sent to Cold Harbour and his headless spirit form roaming Whiterun forever looking for it on the default mount you get at level 10.- Tybalt Kaine Khajiit Nightblade Aldmeri Dominion

The ghost is Ragnar the Red, and in Skyrim he appears near Whiterun and rides to Rorikstead. He's headless, because he was beheaded, as noted in the song named for him.
Seeing as we don't have either of those locations in ESO at this present moment, it's possible he might make an appearance in a future DLC.@Djennku, PCNA.
