Changing a primary bar skill to a different button flips to the backbar for assignment

On my primary bar I want to change a skill on a button that’s already used for a different skill. When I select the primary button to assign to a different skill it flips to the backbar and assigns the button to one of my backbar skills.
I’ve tried logging off and killing the client but this bug still exists. This is on a PlayStation.

OmenRIP✭✭✭Edit: un-equipping and re-equiping my weapons made the problem go away.
