Outfit/armor styles/motifs on PTS

Am I missing something or isn't there an item that lets you learn every style on the PTS? If there is wich one is it

    PTS patch notes mention it, but I can't find it as well. But I do get a lot of the styles immediately upon making a template character.

    Glad Im not the only one then. I dont even have Skinchanger unlocked
