Proper pvpers cant do jack **** in pve on their pvp builds. If we're looking at 30-60 minute waits to get in we dont wanna be checking every two minutes where the queues at so we can decide when to switch out.
Theres a really simple solution. Make the armory assistant accessible in the Sanguine portal. We already use that work around so we can pop xp buffing mementos (tools these days) without leaving Cyrodiil during events.

My guess is the reason ZOS did not add this, is so players who aren't going to PvP won't be standing around taking a PvP-player their spot in Cyrodiil. As the number of players in Cyrodiil is limited. Same with PvP players creating builds at an armory station in Cyrodiil, this would take them out of the PvP scene for a while.
There is a major difference between all of those. Crafting something or checking the golden vendor doesn't take that long. There's crafting stations in each base. There's the golden vendor on weekends. Every couple of days there is a daily endeavour to complete a PVE daily quest in a town.
I don't think they really care if someone is taking up a spot not PVP-ing.

It is better to keep those limited spots for actual PvPers, than to have players on various alliances standing around doing nothing while taking a PvP slot. Possibly tilting the balance to one side, depending on which alliance would at that moment have more players standing around not PvPing.

You CAN save an empty build (well, it's already there by default) and make a new one from there.
There are no exploits to it, it's just a QoL improvement, otherwise people need to leave PvP, switch build, re-enter PvP.
Considering ESO's core combat relies heavily on builds, I'd say an armory station in each PvP zone is a much needed change. (maybe not BGs, but I'd still like to see them in the intro sections although some stages are bugged and won't let you do anything because you'll automatically be in combat even if you respawned in your safe zone)
