Does ranked competitive pit you against those of the same rank?

I'm novice rank 3 yet just played a ranked competitive game against someone with the Red Eagle deck. You need to be a much higher rank to get this so what gives?

I'm assuming there isn't any initial seeding in a tournament, regardless of player 'rank' or cards unlocked.

Seems like everyone has to start a tournament season at the same level, even if they were masters and have all the cards etc.

Or just crappy matchmaking algorithm.

There are 2 types of ranks. One is the Roister Club rank (initiate, trainee, novice up to master) which is basically your PvE rank related to the story and the other one is the competitive rank (ebony, quicksilver, voidsteel, rubedite). From what I have seen after playing a few matches (only started 2 days ago) it looks like matchmaking only takes into account the competitive rank so it's possible to play against someone with master rank if they have the same or simillar competitive rank.
