Y'all really need to work on inconsistencies like this as they're kind of immersion breaking.
Ayrenn exists both in High Isle and in the spot you last see her in the main ESO quest.
I assume this is the same for other NPCs who have previous locations in the game, such as Emeric, Jorunn, Caska, etc.
