Yes. They're unicorns, but they do exist and that's how it works. (Please correct me, if I'm wrong).

Drop Rate (estimated): In excess of 320:1

It's not Oakensoul.

"Why is this bothersome?"
Because of how arbitrary it is.
Because ZOS do not appear to have considered how stacking two low drop chances is multiplicative.

    Psijic Portals are much more likely to spawn on Summerset and Artaeum. Would probably be a better place to farm for that lead.

    I do not know, I thought s elsweyr was bountiful of psijic portals, though I have not farmed for them. just when I run around there I find more then I expect

    Are you saying the lead can actually drop there or are you suggesting ZOS change the game so that it can?

    You didn't count the number of portals you opened, by any chance?

    I can easily say that i got the lead within my first fifteen portals. But finding those portals took some time for me. Maybe i was unlucky but it is random number generator business anyway.

    starter islands also tend to have a lot of Psijic Portals since they're usually full of low level players who have definitely not unlocked the Psijic Skill yet.
    Shortly after the formation of the Ebonheart Pact, a Nord woman was given a tour of the Tribunal Temple. When later asked about the experience, she seemed upset. Suffice to say, the Dunmer were not pleased to hear this, and thus they inquired further.

    Heh. The very first thing I do on any new character is take her to Summerset to get the Psijic skill line going.
