He gives you a 12 hour buff. It doesn't say what the buff is, but you can look at your characters buffs list and see it ticking down. You'll know the buff is active because every time you port from a wayshrine or zone, you'll see a yellow beam of light shoot out of you.
There's a woman that threatens you with some invisible "friends" that if you pay her "protection" bounty, she also give you a 12 hour buff (presumably the same buff - as when I interacted with her, it reset my previous buff from the priest), but her buff effects looks cooler (it's a multi-colored sparkely thingy).
The zenithar's blessing gives you special events that reward golden treasure boxes. Not sure what they're used for, but you can have multiples of them.

AHHHHHHHH....thank you I was wondering about the other dude I meet that I ONLY had one option to tell him to give ALL the rest of his gold and felt bad. Now I can steal from the priest and give to this dude next time lol WOOT. I am gonna try and see if this works, even if you are trolling me lol :P
