I haven't tested it, but based on the wording, I think you have to buy from a trader for a guild that you aren't a member of, so having a trader in Belkarth is actually a bad thing.

I think nice for those with the trader in Belkarth implies for everyone spending the 5k to complete the quest. Being that the traders are right next to the quest start. So the people in those guilds are making some coin, 5k at a time.
