first heavy attack, Immune

For context, when a mob does a Heavy Attack and you block it, the game sometimes won't let you immediately Heavy Attack back right away, you have to push it twice to register. The game prevents you from using your own Heavy Attack stating the mob is Immune, at least that's what I been getting for a while now. So I like to know when this change happened and why does it happen?
