Is there a a site that lets you search by specific stats and procs? Like highest armor value, or highest proc damage, highest proc of a specific type, highest weapon damage, etc etc?

It is not exactly what you asked for. It is the best one I know of though.
You can search for example physical if you looking for procs that deal that type of damage. You can search specific stats, armour type, specific buff/debuff.Moons and sands shall be your guide and path.
