This quest is not completable if your group members and you grab the signet rings, as they appear to be on a shared pool, so when one group member grabs one, you can't grab a ring anymore.
This means you're stuck unable to complete the signet ring portion of the quest.

We are aware of an issue where sometimes you may not be able to collect the rings. Please attempt the quest again, while not grouped with other players. You may need to abandon the quest before trying again.
This issue will be resolved in an upcoming patch.
