What is the total number of skill points available to a fully levelled player? Also does getting skill points through sky shards and/or quests give you additional total skill points or just giving them too you at a lower level?

There are hundreds of skillpoints available at launch. Probably lots of more to come

Over 300 skill points are available in the game.
Getting skill points through skyshards/quests are important and stay with you through all levels.
