I've actually noticed this on one of my Khajiit alts as well. In the video below, Ember's left (our right) eyelid is transparent or not large enough to cover the eyeball when blinking. It's very distracting.

✭✭✭Not transparent, just given how ZOS did the alternate eyes, they're more like contacts that cover the entire eye, and need to be slightly larger than the eye to cover the actual eye up. Then you get this issue, and it is very distracting.1 -
