Isobel Initial Quest Stopped : Tournament of the Heart

I have been doing the initial quest for Isobel, got the staff, and the lute, and went to get the hilt, and Isobel is no where to be found at the ruins you need to go into, and you must talk to her before you go in, so at this time, I cannot proceed further in the quest Tournament of the Heart

Same here. I'm really getting sick of High Isle. First I couldn't get Ember because the quest is bugged and it's impossible to finish on most characters, and now the same with Isobel. This is completely ridiculous. The ToT dailies are bugged, the companion quests are bugged, the achievements are bugged, everything I tried to play until now are bugged. I love the region, I'd love to be able to play it, but seems that everything was rushed with no testing at all. I fell like a working tester and I'm paying for this crap.

ran both quests on 10 toons, isobels seems to "bug" out more when you run ahead of her NPC during the quest for the sword hilt (for me), and i would have to relog for her to appear again to interact with her

there were only a few times i had issues with embers quest which required a relog such as if i didnt follow guar-ed hildressa properly

i dont think ive had many issues at all with any of those things (i havent done ToT pvp dailies yet, but no issues with the NPC dailies)

many of the minor issues ive had with the 2 companion unlock quests are resolved by just a relog (annoying but better than completely blocked progress)

I have done the quest with multiple characters. At least half the time, after I got the sword hilt, I jumped down to the area that had her quest marker and Isobel was not there, even though her quest marker was. ReloadUI didn't make her appear, but if I fast-traveled to a wayshrine and rode my mount back to the area, she would be there.

For the next step of meeting her at the wayshrine, she was a no-show again until I traveled to another wayshrine then back to the wayshrine where she was supposed to be.

I'm at the barrier near Wizard's Grotto, quest says 'Talk to Isobel', but she is not there.
Loads of peeps stood at the barrier, can't continue.

EDIT:
Logged out and back in again, then she appeared.

logout/login is the most effective method to resolve the issues with both embers and isobels quests
