Ufretin✭✭✭✭✭Ah yes, I was going to report that one, too. At my rank, I'm supposed to play against an expert player but there is none in Western Skyrim, only two proficient ones (one of them nicely clipping through the table, too).
Also, the quest marker is pointing to the novice player but winning against her won't advance the quest. The latter is true for all towns: Novice players will always have a quest marker above them (in addition to the ones you're actually supposed to play against at your rank, IF they are present at all) but playing them does nothing to advance the quest.
